They keep people addicted and productive. How many questions would people answer if they got nothing for it?
Would I be here typing you an answer if I did not want the two points to get to level 5? Heck no....
Just like playing cards for points instead of money....
But would you play cards without keeping any score?

ohh its just a symbol of something tangible to keep people hooked..
in any online collaborative effort, the real problem is to make people contribute to it.. hence most communities evolve ways to identify regular contributors and highlight them so they act as aspirational figures for the rest..
the points/levels etc are a way to do the same

they're plotting their revenge. count. check how many points you have. and when you go to bed tonight, know that every one of them are somewhere plotting their revenge on you. . .
