I don't know about anything home made, but I use Meguiars Gold Class Endurance High Gloss. It is awesome! My friends and I have been using it for years. It works great, easy to apply, and it doesn't turn your tire that ugly brownish color like most tire shines do. You can purchase it on their website www.meguiars.com just click on the tire care link and scroll down its the purple bottle. It's only $7.59 and the bottle will last you a good number of washes. Just a bit of dirty engine oil. But if you keep the tires for more than 2 years, the oil will ruin them.

Alternatively, camel crap should do it.
