They'r swimmin at the top of the water on their sides, upside down, and in very shallow area's. This behavior is far from their 'norm'. I DO have a filter and pump that creates a waterfall between the 2 levels. The only thing different I can think of is earlier yesterday, i had to switch the food from goldfish to tropical (which is a couple dollars more and supposed to be a higher quality food....?)

your food is okay, it sounds like your goldfish are spawning,
they chase each other all over the place laying eggs, make sure you have plenty of plants to lay eggs on and for hiding places for the newly hatched babies, most spawnin is done from daylight to
mid-morning, and they usually spawn for about 3 days, then in 3-4 days the eggs will hatch but you won't be able to see them
dont change any water at this time, about a month or so after they hatch start crumbling up flake food really fine, in 2-3 months you should begin to see little dark gray babies in your pond, then by next summer you'll see how much they have grown and what colors they are

If they are constantly swimming upside down, I would say that is a swim bladder problem and a vet can help you with this problem if it has not gone too far. If they are just doing it some of the time then going back to their regular swim behavior, I would say that they may be spawning and you have nothing to worry about.

This commonly known as spawning when the goldfiush lay their eggs, Don't worry make sure there are lots of plants for the fry to hide in and you will see lots of tiny black babies very soon.

You are really in a problem. As you said 'upside down' that mean the fish may be having swim bladder problem. The food you gave him last day may be creating problem.
