People like to talk about themselves, so its easy to start conversations by asking questions about the person (where do you work, what sports do you play, what did you think of "some movie", where did you grow up.....? The more open ended a question is the better conversations can flow (these can be follow-up questions) like how did you get into that type of job, can you explain "something" about that sport (or show me something in it), what was it like in "the town"? or anything.
THEN, follow up and learn about the sport, town, movies he likes, or other information you discovered. From that you can add to other conversation and appear more educated - put in what you know about your own life so that you can compare how even when you have different interests you can make each others lives more full.
For instance, if you're a dancer, compare how stretching/exercise/strength training makes you better and teach him some things to help him improve his game - agree or disagree about his movie choices and tell why your preferences are different, talk about your home town/friends and how they compare to his, etc.
Remember that people like to feel important and heard, show that you hear him and take interest in his interests (if you don't in a HUGE way, you may want to find someone else) and see if you can get him interested in yours (again, if you can't you may want someone more compatable).

Conversation is the same as with a guy at work. Nothing is different. Casual talk...it is not like you are going to jump his bones if he says a word to you. Act like you aren't interested makes talking to a guy easier. If he has feelings for ya, you will know it by the way your vioce is all he hears. LOL!

There are a couple of things...
@ a music store approach the guy and ask him about a certain cd.
If he has on a nice pair of jeans, tell him. Most important just approach.. have a smile on your face and be you! They don't bite and I am sure it would brighten their day to have some one approach them for once instead of always having to do the approaching.

I say you shouldn't be concerned about it. If they can't talk to you or show enough interest to make you comfortable to go first then screw them. I don't mean to screw them either.
