Panel is the square thing you see on a page. In comic strip you'll see more clear.
In manga, a panel no longer a square thing. Maybe this's the reason why you confused about panel and a page.

Panel denotes a "space for illustration"... it can be small, a whole page or in sections on a single page. each "panel" shows an action or thought.

Comic writers refer to them as Panels. They are numbered 1,2,3, etc. going from left to right and top to bottom.
When It is on panel on on or more pages it is a splash panel or splash.
