They are not the same. Han Dynasty was in China which ruled for about 500 years from the 3rd century B.C. to 220 A.D. where as the Heian, ( not Helan ) were from Japan who ruled following the period when the Nara dynasty was ruling. It ended in 1185 A.D.

Han Dynasty is an empire/era lasting from 260BC - AD220. Afterwhich,would be the era that produces the popular story of "Romance of the 3 Kingdoms".

(Lady)Helan is the title of the Princess Dowager (351-396AD),formally crowned as Xianming.
Helan is also the name of her tribe residing in the Northern Wei during the period of time.

If you mean "Henan", then it is a province in China. It is called Henan simply because it is to the south of the Great Yellow River (Huang He) and "He" means river and "Nan" means south.

I don't think they are the same.
As far as I know, Helan is the name of a mountain range in northwestern China (if I'm not mistaken in what is known as Inner Mongolia). Here's an article about the rock paintings discovered there:
