Generally no. But if you plan to make a claim to your insurance company, then by all means get a police report. But even then, the DMV would not be involved unless you were sited for some infraction.

not unless you are hurt and then not unless you have to so someone will help the injured party. You are asking for a ticket if any emergency vehicles come out to the scene for any reason.

no, but it will if the police are called or any type of rescue squad. I had a similar incident and I got a ticket because of the weather and the only one that got hurt was me and my car.
