Made by WHOM? Probably Judith Leiber. They're called clutches and hers are VERY expensive. And yes, she does use real Swarovski crystals in ger designs. She's also well-known for specialty clutches shaped as violins, dogs and swans among other things.

I have seen it on E! I don't remember the brand, but they are hand made and so gorgeous. I know they make these clutches out of everyday items, like pencil cases and then they glue swarovski crystals or some other jewels on them. SOOO pretty
