Yes, indeed it is. I believe it's called foreskin, and can be removed through surgery (often referred to as circumcision).

if you are talking about circumcision then yes. Just the upper skin around the tip of the penis. If you are talking about the shaft I would not recommend it.

Actually the entire penis is a transformer.

Some of them turn into cars, trains, dinosaurs, airplanes, and dumptrucks.

Yes, it's called circumcising.There's no real pros and cons. It can be done at anytime in the male's life.
