Don't try to do it yourself. Take it to your local seamstress or dry cleaners. They can do it for you for a good price. Check your yellow pages.
If you try to alter the dress yourself, and you're not experienced, you could ruin the dress. A misplaced stitch taken out could leave a hole in the fabric. If you leave the stitch, it will probably be very noticeable.
If you already have done some work yourself before so you know how to sew to work a machine, then just find some material at a fabric store that matches the dress. You could also try bastings and trims that are pre-stitched so you would only have to sew it to the dress, not make a strap yourself.
Whatever you do, make sure it's the same material. If your dress is silk, buy silk fabric for the straps. Take the dress with you to the store. Ask the sales person to help you find the best match for the dress fabric.
On a solid color dress, match the color.
On a pattern, match one color if you can't find the exact pattern. Look at the hem around the top of the dress. Is it all the same, or is it a band of one of the colors? Like a red and black dress, with a black band around it, opt for black straps. If there is no band, try a secondary color instead of the primary.

Anyway, I think that at 16, you're just about ready for a strapless number.
If the dress is made that way, altering it might end up in a booboo, you wouldn't want to ruin your dress and end up in regret.

What color is the dress?
If you can find somekind of fabric or string you realyl like, take it to a taylor and ask them to sew them on for you. It's usually not that expensive.
My suggestion: ask the taylor if they can make the straps removeable (like using the hooks on bras?) That way, if you want to wear it strapless, you can.

Have your mother sew them for you, for crying out loud! You're only 16. My mother sewed the collar on my college graduation gown when I was 22.
