Not sure were your going but the question is a good one. In 1990 there was the United States Embassy in Peru. A interesting one in 1993 a bomb explodes in the World Trade Center killing six, wounding 1000. A Jewish extremist and United States citizen Baruch Goldstein open fire on Muslim worshipers at a mosque in Hebron, killing 29 and injuring almost 150, February 25, 1994. There were others of a more domestic nature like Timothy McVeigh in Oklahoma. May 13, 1990 The New People's Army (NPA) kills two Air Force personnel near Clark Air Force Base in the Philippines. In the 90's most terrorist threats on American soil were domestic in nature and committed by Americans from extremist religious factions. This changed with October 12, 2000 The U.S.S. Cole, a destroyer in the United States Navy, is rammed by a boat full of explosives in the harbor of Aden, Yemen. 17 sailors are killed and 39 more are injured. Al Qaeda is suspected. December 30, 2000 Across the street from the United States Embassy in Manila, a plaza is bombed injuring 9. The Moro Islamic Liberation Front (MILF) is blamed. May 27, 2001 Terrorists from the Abu Saying Group capture 13 tourists and three employees at a resort on Palawan Island and take their captives to Basilan Island. Philippine troops, in a rescue attempts from June 1st through the 3rd, kill two hostages. Nine escape during the fights. Guellermo Sobero, a United States citizen is beheaded and his body is found in October. Two more United States citizens remained in captivity. September 11, 2001 Three hijacked airliners are used as bombs and ram into the World Trade Center and Pentagon. A fourth hijacked airliner crashes in rural Pennsylvania when the passengers attempt to retake the plane. The attacks kill more than 3,000 people. Commonly referred to now as 9/11. A possible domestic action, October 2001 Several attacks using anthrax are reported in the United States. Five people die and others are injured. January 22, 2002 Armed terrorists on motorcycles fire on the United States Consulate in Calcutta, India killing 5 Indian security guards and wounding 13. January 23, 2002 Daniel Pearl, a Wall Street Journalist, is kidnapped in Karachi, Pakistan by Jaish-e-Muhammad, an Islamic separatist group opposed to U.S. control of Pakistan. On February 20th, a videotape shows Mr. Pearl's death. Again the United States Embassy in Lima Peru a car bomb explodes killing 9 and wounding 32. June 7, 2002 A rescue attempt by the Philippine army of U.S. citizens being held hostage by the Abu Sayyaf Group for more than a year is semi-successful as they do rescue Gracia Burnham, but her husband, Martin is killed in the rescue along with four terrorists. 7 soldiers are wounded. June 14, 2002 A car bomb explodes near the U.S. Consulate in Karachi, Pakistan killing 11 and wounding 51. Al Qaeda is suspected. October 28, 2002 Gunmen from the Honest People of Jordan assassinate Laurence Foley, who is the Executive Officer of the U.S. Agency for International Development Mission in Jordan. August 19, 2003 A truck loaded with Iraqi ordinance is exploded outside the UN Headquarters in Baghdad, Iraq killing 23 and wounding more than a hundred. An Al Qaeda branch calling themselves the Brigades of the Martyr Abu Hafz al-Masri claims responsibility. September 22, 2003 A suicide car bombing at the UN Headquarters in Baghdad, Iraq kills one and wounds 19. The act of terrorism internationally increases dramatically in 2000, I've listed examples connected to the United States. My source is posted. The increase could be do to lots of things and not just changing Government in the United States. Increased hostilities in the middle east, some related to the invasion of Iraq and other power struggles. There were terrorist acts in Russia as it worked out issues of occupied territories within their borders. In 2002 Al Queda is taking credit for many more attacks and offshoots of the group form.

We received multiple small terrorist attacks throughout the 90's we received a huge terrorist attack and multiple small ones from 2000-20006. Insurgency road side bombings are never labelled terrorist attacks, but in the 90's such a thing would be thus the number of true terrorist attacks is considerably higher from Iraq. The total number of people killed over ten years is less than those killed in 5 we are not safer now. The attacks of the 90's were never a real mobilization of Al-Qaeda or other organizations, but from 2000-2006 there has been two very larger attacks, 9/11 carried out, and this most recent attack which was foiled. Though they were not on U.S. the London and Madrid train bombings, the Indian train bombings.

Overall to think the world is safer now is just ignorant. We are breeding new terrorists with these wars, and making more and more Muslims believe more in the terrorist organizations. The truth is Clinton was greatly liked outside of the U.S. because he actually tried to settle the Middle East crisis, Bush is loved by many in this country, but despised by the rest of the world except Blair, and a small minority.

None and none. 9/11 was retaliation for US terrorism, not terrorism itself.
