Don't ask him out right away.
Smile, talk with him. See how things go.
After a week or two of this see if he ever wants to get together.

The best way will be to observe him first "wise people wait and see only fools rush in" try to find what is his point of interest and I'm sure there will be something both of you have in common then exploit that terrain. It's all depend on what you want if you really like him you need to go slow. Men "specially those rich ones" don't like easy target otherwise you will be called a name you don't like.

is there any talent in you....could you write a poem or draw a picture.....could you think of any thing else to do........you are headed for a heart break. If a guy is into he will find a way....even a guy that is real sky will fine a way to ask you out if he likes you....why don't you just ask him to help you with some home work if he can't take the time for that he is not into you...a guy that like you would pick up dog poo for you.

Y dont u try to get his attention not by flirting I mean just do things join a club or a popular group. Im not saying not to be yourself. Its natural if u feel shy we all are humans and how would u know if you really like this guy if u dont know him. GO FOR GOOD attitudes not just looks okay
