I just want to know if I could make it so I appeared to be someone else by appearing to be at there house using their IP address?

Yes it is possible. The term for this is "spoofing". I've seen people do it, but I haven't done it personally. However Im pretty much sure there are hundreds of tools to allow you to spoof your IP address.. just do a google search for "spoofing ip address tools" or something similar.
.. though it might give you connectivity issues/ or get you in trouble with your ISP if they decided to do a random packet check on ip addresses.
