Long ago efforts should have been made to develop a corps of intelligence officers (career employees) and agents (contractors and contacts) who could infiltrate Islamist cells. The way organized crime, even MR-13, is infiltrated and spied upon. This could have been done by working over the years with students studying in US universities, with expediting immigration for families of those who cooperate, and so on.
The previous Answerer supposes that appeasing terrorists will have some beneficial effect. Always remember "Peace in Our Time", Neville Chamberlain and Europe. Bin Laden's propaganda about Sweden is just that. He didn't attack Switzerland either because neither is a major exporter of culture nor a major player in the international economy, nor does it have troops abroad (unless you count the Swiss Guard at the Vatican and any Swedish troops working with the UN).
It is true that US foreign policy is imperialistic, greedy and based on a Crawford, Texas wordview. But the US is, for obvious reasons connected with its size, wealth, status as a target for immigration and its existece as the sole superpower, the quintessential target.
In reality, the US is also immune: the death of even tens of thousands of individuals can have little impact on its strength: but while such deaths and property destruction are pinpricks (as indeed even Katrina, far more serious than any terror attack was), they are propaganda successes that damage US self esteem far beyond the physical damage caused.

The US could start by not practicing military and economic terrorism against other countries.
Osama bin Laden once asked the US public, "Why didn't we attack Sweden?" When you figure out the answer to that, you'll know what the US should be doing - or rather, NOT doing.
