using a tampon has nothing to do with being a virgin. you can't lose your virginity by using a tampon. it even says it on the paper that comes in the tampax pearl tampons. she really has no choice but to use them...you can't make her sit out for a week each month, its not fair to her or the team.

It is perfectly OK for virgins to wear tampons. My daughter dances and she and all her friends began wearing tampons right away since you can't really wear pads with leotards.

I think that when your mom told you that she might have just been paranoid about having something be put there before actually having sex... I know plenty of people that think like that. As far as, is it bad? Well, technically it's not bad, but your daughter may rupture the thin membrane that usually ruptures during the first time one has intercourse (aka bleeding)... although it's common knowledge now a days that many women rupture that membrane at a much earlier age (without having sex) just because they are much more active than they were in the olden days.
So, bottom like, it's really up to you if you decide to let her. But just to make sure all your questions are answered, you might wanna give her or your doctor a quick call before.

It is perfectly fine for your daughter to wear tampons if she is a virgin. Tampons have no effect on a girls virginity.

It will not hurt her to wear tampons, get a "slim" kind so they are comfortable for her. When she's not in the pool, it is really about which she prefers, there is nothing wrong with tampons.
Here is some really clear and helpful information for you and your daughter:

She can wear them. Wearing a tampon won't make you loose your virginity. You can only loose it with sex. Use a plastic applicator with a slim-fit or junior, those are easier to insert.

Tampons are for the most part safe. They don't normally go deep enough to break the hymen.
Virgin is as virgin does.... tampons shouldn't change that!

They aren't necessarily bad for virgins. I wore tampons for a long time before I lost my virginity. That's your call. However, since she's a swimmer, there are few other choices.

I don't understand why these people are saying it's not okay. It's not going to affect her virginity at all. People do it all the time it may hurt her at first but once she gets the hang of it she will not want to wear another diaper.!
