Look down on the left side under the folder List, there will be a little block to type in a email address, input the email address you want to invite and click invite. If this is a new gmail account then it will take a couple of days to show up in your gmail account.. Good Luck

All Gmail will not have the option to send invitation. Accounts having invitation option are selected randomly. If you are in need of Gmail invites, try at http://www.gmailbb.com or ask your friends to directly get from http://www.gmailbb.com

Google must be following a hierarchy for invitation offers.
I am citing my own example
My friend which sent me invitation had the option of sending 100 invitations. When I joined on his invitation, I had the option of sending 15 invitations. When I invited another friend he had the option of sending only 2 invitation. When he invited a new friend He had none.
that must be the case with you

You have to have had gmail for I believe a month before they'll let you send invitiations.
