I know how you feel. I got carded for an R rated movie when I was 22, by a girl that looked 12.
Shorter hair styles can add maturity to your appearance over long.
Your clothing shouldn't be too revealing or youthful. If you are shopping in the juniors for everything, that may be adding to your look. Mix and match from the juniors and missie's departments. Maybe a great pair of stylish jeans with a more mature top than a tank or cami. Maybe some knits instead of screen tees. I'd stay away from mini skirts and shorts unless it was for a club or something (assuming that you wear them in the first place). While they may be sexy, they don't look very respectable for most day wear. Try a mid-thigh or above the knee length for skirts, dresses, or shorts.
You may also want to experiment with makeup for a more grown-up look. Stay away from funky, loud colors. Natural looks are more appealing. Bold eyes, soft lips, and a natural face are great on almost anybody. Enhance the color of your eyes with the right shadow and liner. Buy lip colors in something only slightly darker than your lips. Too many colors can look clown-ish, they compete for attention, and take away from the overall beauty of your face. Keep the bright red lipstick for evening wear.
Make sure you are acting your age. Be confident. Be secure. Good posture and manners go a long way towards the way people see you. Look ahead when you walk, not at your feet. Shoulders back, don't slouch (it's bad for your back too). Look people in the eye when you talk to them. The behaviors says "I'm a woman, and I demand respect." It works with most any age person. They respond as a direct result of the image you put out there. If you look like an adult, but act like a child, people will treat you like a child. If you look like a child, but act like an adult, they treat you like an adult. Looks are only a small part of the self image you project.
Practice by looking at yourself in the mirror. Do you see a child, teen, or adult looking back at you? Ignore any flaws you would normally pick out. Thinking "I'm too short" won't matter here. It's about what you see for an overall picture. If all you see is you, than take a step back and focus on more of your body, not one area. Try standing different ways, different hair and makeup looks, and postures. Maybe you notice that with your hair pulled back in a twist, you look older than in a ponytail. Standing up straight looks more mature than leaning to one side. Boots look better than sneakers. You have to figure this out for yourself so you know it. Trying to remember what somebody told you isn't as easy as seeing it yourself.

my friend has the exact same problem. she's 32 and people think she's 17 unless she wears her glasses. she is the same as you, small frame (but age-appropriate chest, lol) little bit of a round face. she ran for the school board in our city and when she went to pick up the paperwork from the office, the secretary was snotty to her and said, "You know, you have to be at least 21 to run."
She says everything changes when she wears her glasses. even if your vision is fine, you can buy frames with "plano" lenses (meaning no prescription). get a pair of very en vogue, front-of-the-fashion-line frames that complement your face and do not look like a teenager's frames. if you go to a good eye clinic they should be able to help you. don't go to LensCrafters or Walmart tho cause they work on commission and don't care to help you get the look you're wanting as much as the most expensive frames you can get. good luck! :)

2) Act, Sit & Walk, with Poise
3) Wear your hair & clothes apporpiate for your age.

try going to the make up counter at a department store or sephora and ask for a make over. Tell them that you want to look older. I'm guessing they will tell you to buy darker, matted hues of eye shadow and such. Remember you don't have to buy the items unless you want to. Don't let them bully you.

Try for a professional look at work. The sales clerks can help you dress older or younger.

I'm the same, I'm 29 and still get asked for ID to buy cigarettes and alchole...There's nothing you can really do, trust me I have tried everything....
