If it has never been started... First make sure the gas is on.. that is a common mistake. If it is, tap on the carburetor a few times with the handle of a screwdriver. Sometimes the float in the carb will stick on a brand new 4 wheeler and not allow fuel to flow in. there is a screw on the very bottom of the carb. You can unscrew it and see if fuel comes out the drain tube. If it does, screw it back in to close the valve, If it doesn't, then keep tapping on the carb till it does.
Next check for spark. Unscrew the plug out of the head and lay it on the engine to get a good ground with the spark plug wire still attached. Make sure you are clear of it and then try to start it while looking at the plug. If you see a good spark, then that is not the problem either. If it does not. take it back and have it repaired.

Crazytrain gave the best answer. If you're getting gas to the carb and the spark plug fires, then try cleaning the carb. Without taking off the carb, loosen the clamps holding the carb on and spin it around so you can remove the float bowl. Spray carb cleaner through the jets.
If that doesn't fix your problem, the gas might be bad from sitting. Drain the tank and put in fresh gas.
It's not likely, but sometimes 2 stroke engines get flooded. Remove the spark plug and set it aside (do not attach it to the spark plug wire). Try starting the engine to blow fuel out of the spark plug hole.
Good luck.

If it's brand new, take it back to the dealer you bought it from and have them fix it. You shoudn't have to mess around with it at all. They should have made sure it was running and full of gas before giving it to you, and at the very least gone through the unit with you until you were satisfied as to how it operates. And you shouldn't have to pay a dime extra for the service either.

I hope you got a good brand! My husband owns grocery stores and a couple years ago he got a four wheeler as part of a product buy-in. When it broke down we were told it was basically disposable. They didn't make parts for it and no one knew how to work on it! We finally found a guy who was willing to try, luckily he got it fixed. Good luck to you! Is there a kill strap? Make sure it is fully attached before trying to start.

It could be many things, call the seller and describe your problem in as much detail as possible. (example: hi seller this bike wont start and is making weird sounds or whatever it is or isn't doing) Try and be specific ;)
