Unless you have a digital monitor be it a computer monitor of any kind or an HDTV(LCD, plasma DLP or XLP) then it is pointless to view a computer on your TV for normal things. You can watch videos or play games on a normal TV through it but I wouldn't recommend typical activities such as surfing the net or typing as it's near impossible to read text on a regular TV with a PC.

If you don't have a normal TV hookup such as an S-video plug, you can get converters to go from your VGA output to composite(yellow RCA) or s-video.

You have to change the resolution of the TV. PCs can have large resolutions, for example, 1024 x 768pixels. For TV, you need a lower resolution, probably 600 x 480. You set this in Control Panel -> Display -> Settings. Your TV should be screen #2, be sure to select it.
TVs are not good for displaying text, they are better for showing graphics.

Many laptops have an S-video out jack that you can run to an S-video in jack on your TV. However, unless you have a high-definition TV, you'll be disappointed with the quality (or lack of).

That question is practically unanswerable. The process for changing the settings varies with different brands and models of graphics cards. You will probably want to use an S-video connection, though. Beyond that I can't tell you anything without a graphics card brand name.

If your laptop has a S-Video input, you can use a S-Video cord and hook your laptop to your TV that way. Then you go to the menu in your TV and set the input to S-Video.
