Hey im 14 too lol...well i wear my skirts like 2 or 3 inches over my knees and if they are shorter i wear leggings under and my shorts are pretty short cuz im a cheerleader and thats normal...but yeah depends on how tall u r.

If you have long legs, go for a longer hem because even if you aren't in danger of flashing the crowd, it will appear you are because more leg is visible.
