As a makeup artist I only like appying eyeliner at the top. But it depends on how you like it. But with liquid I only apply at the top, if its pencil I will apply at the top and bottom, when I apply it at the bottom i start in the middle to the corner. Use waterproof, and brushes. So here are some tips to follow.
Shape and define your eyes with eyeliner after you've applied eye shadow and before applying mascara. Whether you choose a soft line or a dramatic stroke, eyeliner draws attention.
Tips:
Choose an eyeliner appropriate for your eye color. Brown, navy and charcoal accent light eyes well, while brown and plum shades flatter brown eyes. Make sure your liner complements the color of your shadow.
Consider the type of look you're after. Pencil eyeliner gives your eyes soft definition, while liquid versions offer precision and drama. You can also moisten dark eye shadow and apply it with a small, flat brush.
Prepare a cake liner or a dark eye shadow by applying a small amount of water to your brush. Or, if you're using a pencil eyeliner, ensure that you've sharpened the pencil adequately.
Move the wet brush gently through your cake liner or dark shadow. Hold the brush or pencil as you would hold a pen.
Tilt your head back slightly and bring your eyes to a half-open state. This creates a good angle for application, while allowing you to see what you're doing.
Draw a line across the upper lid just above the lashes, from the inside corner to the outside corner of the eye. If you're using liquid liner, allow it to dry before opening your eyes all the way, or the color may transfer into the crease of your eye.
If you used a brush or a pencil, soften the look by gently smudging the line with your brush, a cotton swab or your finger.
Applying Mascara
Steps:
1. Consider the types of mascara and select one appropriate for your lashes and the occasion. You have a choice of lengthening, thickening, long-wearing, conditioning and waterproof formulas, among others. For day, you might decide to add length, while a night on the town may require a long-wearing or thickening formula.
2. Select a color. If you have blond or red lashes, opt for brown mascara. Darker-lashed women can consider brown for a casual look, and black or brown-black for more pronounced or dramatic lashes.
3. Curl your lashes with an eyelash curler, if desired, and apply all other eye makeup prior to your mascara.
4. Remove the wand from the tube in one pull. Pumping the mascara will push air into the tube, potentially drying out the formula and introducing bacteria into it.
5. Begin with the underside of your upper lashes, moving the brush slowly upward toward the tips of your lashes. Always hold the wand parallel to your eyelid. Roll the brush slowly on the upward stroke to promote separation of the lashes.
6. Allow the first coat of mascara to dry before applying the second coat in the same manner.
7. Use an eyelash comb to separate the wet lashes. Also blot the lashes with tissue paper if necessary to remove excess mascara.
8. Use less mascara for the lower lashes. Begin where the lashes meet the rim of the lower eyelid, and gently stroke downward.
9. Remove any stray mascara around the eye with a cotton swab dipped in a small amount of eye makeup remover.
Tips:
Contact lens wearers should stick to waterproof mascara formulas, as they break down more slowly, minimizing the chance of any flakes getting into the eyes.
Always remove eye makeup thoroughly before going to bed. This will keep lashes healthier and prevent any mascara from getting into your eyes during the night.
Apply mascara after eye shadow and eyeliner.

The tissue of the eye area is extremely delicate, therefore when choosing an eyeliner pencil be sure to select one that is soft enough to glide easily. This is one aspect of makeup application that not only takes practice but an extremely steady hand.
Pencil eyeliners tend to be quite popular because they are easier to control and also can give the look that you want to achieve. Liquid eyeliners on the other hand require more practice. They create precise lines once applied with enough control.
The new kid on the block - felt tip liners - are quite similar to liquid eyeliners in consistency and offers the user a bit more control. Cake eyeliners, traditionally used by professionals are now becoming very popular. A new trend is to use eyeshadows as eyeliners. The advantage of this is that you have so many more colors with which to line.
For wide set eyes, emphasize the inner corners of the eyes. For close set eyes, emphasize the outer corners, keeping the inner corners highlighted. For drooping eyes, turn the outer end of the liner in an upward direction.
TIP: When using an eye pencil, open your mouth slightly to relax the eye muscles. It will make lining a lot easier without having to pull or tug at your lid.
TIP: Apply eyeliner as close as possible and even into the lashes to avoid the white line you sometimes get when liner and lashes don't connect.

I too am liquid eyeliner challenged, as you put it. I'm hopeless, so I invested in a liquid eyeliner that is like a felt tip pen (try Max Fator or something) and it is so much easier! Starting from the inside of your eye (near the nose) on the upper lid, start drawing a third of the way across to the end, starting of think, getting thicker. It takes practise but it's worth it!

For eyeliner I start at the middle of the eye and make a very thin line that gets a little thicker near the end of my eye and I wing it up slightly (don't go too far or you will look kind of funny) - it makes your eyes look more opened since it is at an angle. For eyeshadow (since you asked for eye makeup) put a lighter color on your entire lid, then a darker color in the crease and then touch up the lighter color on the lower lid and the upper side (on your brow bone). Mascara you just put on from the beginning of your lashes to the end. Practice makes perfect and there really are no rules. As for order of application, I put on eyeshadow first, then eyeliner and then mascara.

Keep it simple. If you wear daytime makeup, use brown/black mascara with a light brown or slate gray liner, and a touch of pink lip gloss. Keep it simple.
