Distribute flyers, working in a fast food restaurant, or become a waiter...there are actually quite a lot of people in the service line who are willing to employ 15/16 year old kids...But these businesses seldom spell it out..you just have to ask those places you are interested to work in...

if he is really lucky he could work at a comic shop/card shop. But realisticlly, the only jobs that will hire someone that young are the ones you mentioned and fast food.

Work for a trucking company - loading stuff or cleaning trucks. Move on to driving trucks. When he is 18, the mining industry - loads of jobs for people to start young and train.
Same theory for a construction type company.

fast food is a great place to start. It pays good for a 15 year old and you will learn a lot of lifes lessons there
