Consider some cities in Minnesota. It's "all American", the kind of place people hang flags on their front porch but not because they're "for the war", "for the president", or whatever, but because they are happy (I don't want to use the word 'proud', as some consider it a sin) to be American. It's fairly cheap -- Mankato (central Minnesota) has a lot of call centers, and people there are happy in general. They cost of living is low, but people are well educated and seem genuinely OK with where they are in life.
As far as an education goes, I don't know if you'll end up training your kid for Harvard law school, but you could do far worse than Minnesota.
Crime is low. I have no idea what the seasons are like.

There are many such cities but unfortunately they are all in the 1920s to the 1950s.
The mississippi Gulf coast did boast of several fine cities before casinos, and Hurricane katrina the first morally corrupting the coast and the second physically corrupting the coast.
I thionk your best bet is the mid west, Iowa, wisconsin or missouri. Look for cities in the 20,000 population range, with 90% white populations. It sounds rough but blacks , immigrants,and mexicans create trouble not only for themselfs but also everyone else when the populate over 10%.

Well, as an Ohio native, I can say that Ohio seems to meet most of those standards somewhat. Overall, I don't think we're overly conservative or liberal. In fact, politically, Ohio is a swing state, meaning that it does not consistently vote Democrat or Republican. The cost of living seems to be okay, too. And I was also educated in this state, and in all humility, I think I turned out okay.
I can also say that, overall, the South tends to be fairly conservative. New England is pretty liberal, overall.

Newton, Massachusetts has been rated the safest city in the country. Its public schools are very good. It is an upscale community close to Boston. It is (or at least was) a Jewish community but it has been transforming over the years. The house prices are steep but its worth the money if you are looking for the specific qualifications you listed.

San Diego, CA. After all, CA is the best state, San Diego has some of the best schools in the country. Plus its the cheepest city housing wise in CA that isn't the middle of no where. Religion is pretty open to your choice, there aren't many religious objections, and conservative isn't too common, but people wont pick you to death about it.

There's a beautiful town called Exeter, New Hampshire. We visited once. It's in the US region called New England. It's small, quaint and has all the four seasons. Just a perfect place to raise a family, I think.
