The valve is just noisy. Adjust the water valve under the tank to change the water pressure, either higher or lower and that should get rid of it.

You may need to fix the rubber thingy that closes off the hole in the bottom of the tank as the tank gets filled and the rubber thingy drops back down.
Or it may be time to take the puppy out of the tank.

take some olive oil and rub it on the plastic part that controls the water level. This will lubricate it. If that does'nt work get a toilet repair kit.

There is a rubber seal that is wearing out. a new ballcock isn't expensive about $12-25.00 depending on which type is used.
The seal vibrates like a reed valve in a musical horn .

If it continues to howl (high pitched squeal) then you should call your landlord or consider replacing the valve.
