In English (and French) the double dot indicates that the two vowels are to be pronounced seperately: 'naïve' is pronounced 'nigh-eve' rather than 'nave'. Normally, you would use a single dot.

Actually you asked if there is a double dot or single dot on an l. That is the beginning letter fo lemon. Therefore the answer is neither. It is none. If you meant an i the answer is one. A capital "i" is I and the answer is none.
