I have a small lump in the back of my neck and genitalia that are the size of a dime what could they be?

they do not look like in grown hairs.

If they are firm lumps they might be cyst's. Be safe and go to the doctor.

They could be lymph nodes which swell at the signs of infection. Check with your doctor.
