Apply to more jobs on the Newspapers and post your resumes online at all the major job sites such as http://www.monster.com, http://www.careerbuilder.com and so forth ... You can get responses if you post your resume online at those websites. Register with all the temporary agencies in your city. Learn new skills such as computer programs in Word, Excel, etc.. on your own to be more competitive in the job market or study for a degree that can get you a good career.
Also, some cities tend to have more jobs than others and easier to find jobs, so relocation is something you may want to consider too if you are really having a hard time with where you are now...

Without taking a look at your resume...the help I can offer is limited. But, I can point you in the right direction.
You'll want to make sure that your resume reflects your goals and qualities completely, yet is very straightforward. You want to take an inventory of all of your skills, no matter what job you have had in the past...the key is to find your transferable skill set. Many jobs take the same skills, they are just used for slightly different purposes.
Key things to remember are:
being a team player
excellent communication skills
proficiency in computer program "X" (or whatever it is you may specialize in..computers or not)
willingness to learn
self starter (you don't need to be told to do things...in other words you can take the initiative to get things done)
excellent organization skills
This is only a start.
You can leave the introduction into your person for a great cover letter.
I have included a few websites for resume help as well as some which site interviewing techniques and tips.
Also...any job you apply to you'll want to do a follow up call...usually by the next week and tell them you'd "like to check the status of my application."
If you get an interview,
do... research the company in advance
do ...have questions prepared for the interviewer as well (remember it's not just you who is being interviewed...you want to show interest in the company you might be working for and investigate their practices--by asking questions it shows them that you are "interviewing" them as well)
do...send a thank you note
do...groom well and dress nicely to go for the interview (even if you're a blue collar worker)
do..carry your resume in a portfolio or similar binder, bring extra copies, make sure they are free of wrinkles etc
do...bring a copy of your references to furnish on the spot (you'll want both professional as well as personal references).

Up-grade your skills by contineous studies. The more credentials you submit, the more chances for you to be hired. Many companies are looking for a more qualified and suitable applicants among the line up. If you submit a very impressing resume,with a lot of attachments (School, trade and special courses, including work certificates), you are likely to get a high paying job.
