In the process of buying a home and i would like for everything to be up to current codes.

Not all locals require the pan but it is a good idea to save on possible water damage.When the water heater is replaced a new pan just drops into place . the pan shouldn't cost much an aluminum pan (not recommended but works) runs about $20-35 depending upon size. Plastic (don't wast your time and money) a little less. A steal(tin) a little more but much sturdier and also can be custom made easily.
they must be drained to the outside of the house or into a floor drain. The T&P could also be drained into the pan (if local code allows it)as this saves running a seperat drain line.
Taco valve have a safety shutoff that fits into the pan and depending on which valve shuts off the water and gas or electric to the water heater. They are pricy $100 or more.
If installing under old heater that is about the same labor as installing a new heater. 1 to 3 hours at what ever the local plumbers rate is . ex. 2hrs @75.50/hr is $151.00 plus metirials and running the drain lines as needed and updated venting as needed, the extras could add up $2-300 easily.
I ussualy try selling the pan with a new heater as that is a great time for the upgrade.
You didn't state if the heater is in garage ,if so it needs to be at least 18in. above the floor.as "most" flamable gasses "seem" to seatle below that and that is national code

You can install it yourself with the help of a buddy. Shut off the water supply and drain the water heater. Buy a pan from home depot for about $12. Have someone help you lift the heater up while sliding the pan under the heater. From there you can run the overflow with pvc or heater flex out to where ever it can drain. In some states though you still have to apply for a permit and have the heater inspected before it can be considered up to code.

I have never heard of a drip pan for a hot water heater if it leaks replace it ,straping yes,weather coat yes,but a drip pan,no if it goes a drip pan is not going to help.
