I have a friend that wants to get a work visa but needs a job to get a work visa catch 22 what should they do?

He needs to get skills, or advertise the skills he has to get a job here.

If he joins the military, serves the US for a term, he'll get assistance getting his green card and citizenship. He'll have to apply from outside the US, at an embassy or consulate.

Find someone willing to let him work. Once he has that, they should be able to get it.
