The film was about a guy who goes on holiday in his flat. He went on a date with a fly in the flat... He spent a day looking out of his window and a day looking at bookshelf.

I think this was a Tartan Short, made with arts funding in Scotland.
It's a bit odd to say the least, with close-ups of the guy's eyeball and shots of the fly.
Not much dialogue and shots of kids on a council estate, street scenes.
If it is this, it premiered at the Scottish Film Festival in 1997 at the Cameo Cinema in Edinburgh.
One of my own films was on the same bill and the film I think you mention came as the final feature screened there.

Was it one of those Shooting Gallery short films? You could try getting in touch with Channel 4 and they could help you out and locate what film you are talking about.

just so you know, your "channel 4" is different that eveyone elses channel four because were from all over the world. now...if you said NBC,ABC, CBS, FOX....then something might click
