What is an office sunshine fund? If it isn't a government tax, I wouldn't think they could require you to contribute the income you earn to anything other than what is required by law.

Not knowing what exactly is a sunshine fund, I will assume it is something to cover general expenses for birthdays, parties, etc.
If this is so, it is still illegal, and it is up to you whether you participate or not -- if you choose not to, not even a bite of birthday cake -- either you join in or not.
Cause and effect: if you choose not to, be certain to express in short, clear, non-offensive terms your stance. You will, more than likely, not be very popular with either your boss and others.
Summary: Unless clearly specified in your employment contract,
and signed by both parties, the law should be in your favor.

Do you mean an office fund used for snacks, parties, to celebrate birthdays, anniversaries, send cards or flowers to sick workers, etc? If you do, then no, they can't. But don't expect to benefit from the fund if you're sick, have a birthday, etc. Politely tell the boss that "Thank you, but I really don't care to contribute. I understand that you won't be using the fund for my benefit, and that's fine with me".
If he insists, ask for evidence in writing that a contribution is necessary. Ask him for a copy, and take that to his supervisor.
