Sounds like he's shy. He likes you but is afraid of rejection. He's making you laugh to see how well you respond to him.

It certainly seems that way! A big sign is trying to make you laugh. Another is staring. I think you can pack that puppy up and take him home if you tell him your feelings are mutual. ;)
