I had the same problem. The only way to get rid of the grime is by soaking them in some water and a little detergent in a small wash basin. You need to give them a few hours to soak. Then, once it's soaked, take an old toothbrush to get rid of the dirt on the flip flops. That's one trick my mom taught me :)

Just chuck them in the washing machine with a couple of towels and they'll come out sparkling.

I think that dirty mark is from the bottoms of other shoes. Dab them with warm water and leave them hanging over a bowl/sink/kettle of steaming water.

Put them in a bra sack (the sacks you put your bra in in the washing machine so they don't get indention's in the cups) and throw them in the washing machine! If you don't have a bra sack, then just put them in the washing machine without any clothes and make sure it is on the low setting!

I use a steam cleaner. I also heard you can put them in the dishwasher on the top shelf. I would not put them in with the dishes I eat on.

try soaking them in bleach if theyre white or if theyre another color, laundry detergent <-- or however you spell it.
