Once upon a time, yes. They had to live somewhere and when you don't have architects or the resources, you start to live in caves at first. I'm sure they moved out as soon as they figured out how to build proper shelters but they did not have dinosaurs or machines pulled/used by animals.

no because if people ever lived in caves, that means that they were traveling with no portable forms of shelter (tents, etc.) or they were kicked out of whatever civilization they were from and for some reason they couldn't build a house, tent, etc...
