Depends on the billion. A US billion is 1000 million, a European billion is a million million.
So there are 700,000 million is US 700 billion, and 700,000,000 million in a European 700 billion. The US measure is now more common and to avoid confusion in international finance it's what's generally (but not always) used. If you're using the European measure a US billion is referred to as a 'milliard'.

The answer will vary depending on what country you are in.
In America a million is 10 raised to the sixth power and a billion is 10 raised to the 9th power. In England it is just the opposite.
So in America there are 7 x 10^5.
But in England there would be 7 x 10^-1.
