I have Informal Geometry, and we just started this section, my teacher did not explain how to find the precision of a ruler. I would like any help I can get.

Now, how do I find the precision of a ruler in Centimeters?

The precision of a ruler is dependent upon how finely graduated it is. If it is graduated in eighths of an inch, that is the limit of its precision. 1/16 (half an eighth) is an estimation. If the ruler is only marked in quarters, that is the limit of its precision, half a quarter or 1/8 is an estimation. Another concern is the thickness of the lines indicating the graduations. If they are very fine, then you can more accurately take them to be indicative of the measurement. If the lines are very thick, then you have to be concerned about making sure you use the very middle of the line.

Usually, when it comes to science, the precision of any measuring instrument is the smallest measurement that it has. i.e., a ruler with milimeters would have a precision of .001 meters on it. A ruler with 1/16 inches on it would have a precision of 1/16 of an inch. That would make sense to me.

there are only 10mm per cm, not 100mm you could measure accurately up to 1000th of a metre with rule 1. You could only be accurate up to 100th of a metre with rule 2 So rule 1 would give you a greater degree of accuracy if you want to measure finer than 100th's they are called rule's by the way. not rulers.
