Generally it is safe within the hour. I think they tell you to wait for a longer period of time, but we have had a pool for 15 years (25,000 gallons) and I have NEVEr waited more than on ehour after shocking to swim and I have never had a single negative side effect at all--neither have my wife or children.

After you shock the pool test its chlorine levels again after 1 hour and if they are within 1.5-3.0 you are safe for swimming

Depends on the shock. Most of the ones made today will say how long on the label. Mine says `15-30 min.
