It could be a coincidence. But it could also be more nefarious. I lived in Seoul for a year and used to see lots of dogs tied up outside a restaurant in my neighborhood. I thought it was strange, because i never saw more than one or two people inside. I asked a coworker about the place and she told me that it was a dog restaurant. The dogs tied outside were comparable to a tank full of lobsters here.
