because he lied too many times beforehand, and when he really did have a rason to cry it they couldn't trust him anymore. That is why "crying wolf" is a metaphor for making false claims about something for sympathy

b/c he cried wolf 3 times and there was never a wolf and the town's people assumed that he was playing another trick when the wolf really did show up.
