There are companies that specialize in retro fitting of vehicles for special needs notably for handicapped situations. You could ask a dealership for help if you intend to buy from them.

You don't really need one, just attach a steering wheel to on the dash passenger side and pretend it's hooked up. No one will know.

call ford or chevy and ask them, they might donate one to your school for some advertising rights or something along those lines
