Some Insignia TV's will work with a Tivo remote and some will not. The only way to know for sure is to do a code search. Insignia is Best Buy's house brand and is manufactured by different companies so the only way to know for sure is to perform the following proceedure:

To perform a code search, perform the following steps:
To search for a code to control TV Power and Volume:
Hold down the TiVo and TV POWER buttons simultaneously until the red light on the remote control remains on.

Remove your hand from the end of the TiVo remote control.

Enter code 0999

Press CHANNEL UP once every two seconds. This will test hundreds of codes, one by one.

If you press CHANNEL UP and your TV turns off, press ENTER to select the code.

Press the TV POWER button on the remote control to test the code.

If you went through this process and you do not find your code the first time, you might want to try the process a couple of times to make sure you did not skip over your code by going too fast. If you cannot find a code that will work, your brand of TV or stereo may not currently be supported.

On your Tivo remote, press the Tive button then use the arrows to go down to Settings then go to Remote Control. From there you get a list of types of TV's find insignia and try the codes listed. There are directions in the Users guide and if all else fails you can call costomers service. Hope you can fix it!
