By realizing it's normal. Tell him you understand he's upset, comfort him, but tell him that the behavior is not appropriate in public - but quietly, so as not to embarrass him.

Praise him when he doesn't whine or cry - it's so hard to notice what they DON'T do!! But try to pay attention.

3 is a hard age - their vocubulary is limited but their feelings intense. Ask him to use his words. If you haven't already, try to get him involved in an educational pre-school program (two half days a week or so) so he can learn to solve his own problems and comfort himself without you there. That's a wonderful thing pre-school helps with. And research some kids books - Raising Your Spirited Child is GREAT....you might be moving faster than his temperament...you might be not aware how quickly he gets bored, or how sensitive he is to slights. The book is great for insights into BOTH your personalities.

Most of all, don't worry about what others think. You're doing your absolute best, and other parents understand that, even if they act like they're just glad it's not them at the moment!!

It would be more helpful to answer this question if you gave the reason for his crying in public.

Different situations may need different approaches.

Did you try to stop paying attention? Sometimes it helps (not always). A kid needs an audience to perform to.
Anyway, don't react nervously. Stay calm, talk to him with self-confidence.

either find a good distraction or wait about 4 more years to take him out in public

does he have a favorite blanket or stuffed animal? if so write his name on it and let him carry it around with him. it will keep him calm with the familiar comfort. hope this helps
