Sounds like the grafiks-card to me.
Reasons it would do this:
1. It's loose
2. It's fried
For 1 : turn it off, unplug it, open it, make sure the card is in the slot alle the way and make sure the screw is tight, close the case up, plug it in, and try booting.
For 2 : get another grafiks-card somewhere you can temporarily replace yours with as a test to see if your IS fried. If it works with the replacement then yours is dead dude, get a new one...

Propably some kind of a virus. Just reinstall your windows with the original cd you got when buying your pc. Or you can manually Reboot in the dos prompt menu.
