I think it is used in a lot of cultures to oppress women. For those reasons, I do not agree with it. I guess in that instance it would be termed "sexual deviance", but more on the men's part for doing that to their women.
However, there is an underground movement of people in Western societies doing genital mutilation (why? I don't know). These people have a choice, and are doing it for some sort of enlightenment experience. In this case, I would class it as "cultural relativism".

This is very controversial. In a culture where it is not acceptable it is self abuse ( even piercings) you could lose all feeling down in you gentials. And we are very sexual creatures and well we all like pleasure. There are some cultures that use it as a coming in to woman hood or man hood, or a spiritual thing. The answer depends on the culture.

Nevermind they have to look at their mutilated self for the rest of their life.
I can't imagine experiencing having my genitals cut off on the outside of my body like you are a peice of meat. Watching someone take a knife to your crotch. And the pain from that? How could you sit down afterwards?
It is horribly painful to urinate for the REST OF YOUR LIFE!
And it is even more excruciatingly painful to have sex FOR THE REST OF YOUR LIFE!
That's why it is a practice. The men do it so their wives won't sleep around.
I can't imagine the cruelty behind denying someone the beauty and love and passion of sex. God created it for a reason. No one should be denied that.

i'd consider it a case of cultural relativism. it's not considered "deviant" in the cultures in which it is practiced (as far as i know), only in ours
