Try petfinder.org they have an option that lets you search for barnyard animals including horses.
Not all the animals on there are abused, many times people move or do not have the money for such expensive pets.
You'll be supporting a good cause and there is always animals in the areas I look in. http://search.petfinder.com/search/search.cgi
I found two cats, and a dog off of petfinder, everyone was very well behaved and in great health.
