You should never put two betas in a tank or bowl together. He is opening his gills because he is pissed. They are known as Japanese fighting fish and will fight to the death.

He is threatening the female and going to kill her if you don't separate the two of them. That is also a warning. Betta are also known as Chinese Fighting Fish. They changed the name to Betta, cause the Chinese use to put them in the same bowl or tank and bet on whose fish would win.

um it is mating not attacking, however mating betas can still be an adventure and can result in injury.
generally speaking it is also a good idea to remove the female after a successfull mating occurs. often the female will appear "stunned" for a bit, occasionally not, this is when the male collects the eggs and adds them to a bubble nest. sometimes the female will help, more often she will just eat the eggs.
in addtition to this you really should have a divided tank set up and have them next to each other for a while. the male will stil display and the female will usually have a color change when she is ready to be with the male

Dude i have a betta fish named Pluto (greek mythology Hades) and anyways, usually when he does that, i have my face in front of his with my cheeks filled with air right in front of the glass!! I think it means that he is being aggresive, or that he is putting on the moves or something like that! he might be defending his territory against her, because he doesn't want her or somethin, but ask a friend/vet/pet store or go to the library and get a good book on bettas! it might tell ya what to do! seriously!

Well 2 betta fish can't be together in the same fish bowl or else they will attack each other. So I suggest you should take it out. NOW!
