I had a similar problem with the installer about a year ago, sometimes it gets corrupted when installing and un-installing, go here, it is line 94 "Windows Installer Fix", these is a wininstaller.reg, right click, Save As, and download to your desktop or My Documents, Somewhere you can find it easily, double click on it and follow the prompts. This should solve your problem, Kelly Theriot is a Microsoft Valued Professional, and all of her work is 100% Virus and Spyware Free, I use her site quite frequently..This is the same fix that mrresearchman points to, only there is a .reg file to do it for you, Make sure to back up the registry before performing any work concerning the registry:
How to back up the registry - Start, Run, type "regedit" without the quotes, make sure "my computer" is highlighted in the tree on the left of the registry, click File, Export, name your File, it takes a second or two, and that way if something does screw up then locate the .reg file that you just saved, Right Click on it and choose "Merge"..... you want to reinstall abode windows - put in the disc and reinstall - it wont damage something already put in and particular restore the registry. once you've carried out that then a sparkling reinstall per chance the purely way.
