Absolutely it will help, especially if you have studied taekwondo for a long time. It will show the admissions officers that you are tenacious, dedicated, disciplined, and are willing to spend time and put forth effort to achieve worthwhile goals.
I don't know if you earn belts or some other signifier of achievement in taekwondo, but be sure to indicate your level of expertise and the number of years of work it took to reach that level.

yes my brother put down taekwondo on his college appliction and any exterricular activity outside of school helps

It can't hurt. The extracurricular activities that you do only make you stand out more. There is no reason not to put it on a college app.

write down all of your achievements, including work experience (include your resume if it's impressive), sports or any other extra curricular activities.
