The fans on your laptop should work without you having to do anything. I have a Dell Inspiron notebook and the fan has always worked fine by itself.

the fans come on automatially when the latop reaches a certain temperature, however you can set to your machine to have the fans always come on when the latop is plugged in.

power on your machine and press F10
once in the Bios go to the Advanced tab and select device options. There is an option to have the fans on when the unit is plugged at all times. Save the settings and you're done.

well u see a fan is used to cool of the engine and when the engine gets hot it sends a signal which turn on a "battery" which powers the fan.
