You obviously work in a very relaxing, quiet environment. I can't imagine a telemarketer whistling at their desk, or even a football player in the middle of a game.
I recommend a "sound" machine - Linens & Things sells a CDplayer/clock radio/sounds desktop that gives you choices like seashore, rain forest, storm etc.. My daughter sleeps with one, it drowns out the neighbors! It also has a plug for an earphone jack. But before you "tune" out your co-worker, try playing it
out loud on a choice of "noise" that everyone else likes. If the whistler complains, emphasize it was the only thing you could think of to drown out his whistling :)

I think you should be glad your coworker only listens! I have plenty of horror stories to tell. Your coworker could constantly talk to herself or on her cell-phone...or blare country music right next to you even though you are trying to concentrate...don't even get me started on people who are OCD about controlling the temperature of the room!
